| In diesen Tagen ist im Norden von Laos eine 50km lange neue Strasse aufgegangen. Laut Vientiane Times von heute soll damit die Fahrzeit zu diesen Doerfern, die fuer ihre Opiumproduktion bekannt sind, sich von 2 Tagen auf 2 Stunden verkuerzen. Damit hofft die laotische Regierung, dass sich die Bauern einen Lebensunterhalt auch ohne den Anbau von Mohn finanzieren koennen. Was haltet ihr davon? Die Strasse wuerde ubrigens von den USA finanziert und im September 2004 begonnen. |

| Egal wie schnell Agrarprodukte auf den Markt gelangen. Mit Opium läßt sich immer mehr Geld verdienen. Irgendwie will mir diese Begründung noch nicht so ganz einleuchten |

Ist der Opiumanbau in Laos denn legal?
Sehr interessant ist ein Bericht des UNOCD (United Nations Office on Drugs and Crime):

Danach hat Laos seinen Opiumanbau von 26,800 Hektar in 1998 auf 6,600 Hektar Anfang 2004 reduziert, also um etwa 75%!

to the world. In 1998 – the year a special session of the UN General
Assembly met to discuss drugs and set targets – the country was growing
opium poppy to the tune of 26,800 hectares. At the same time the Laotians
had one of the highest rates of opium consumption per capita.
Since then, opium poppy cultivation has declined – so much so that by early
2004 the area under poppy cultivation in Laos stood at 6,600 hectares, an
impressive cumulative reduction of 75% in six years. Considering the amount
of domestic consumption – still important, as this survey shows – this means
that the country is probably no longer a significant supplier to the world market
for illicit opiates. Together with the parallel decline in opium cultivation in
Myanmar, this trend translates into a historical achievement, which, if
